Rather than seek to provide another account of the corporate scandals epitomized by the collapses of Enron and WorldCom, Farrell (an investigative reporter for USA Today) instead describes the
environment that allowed the shady practices of Enron, WorldCom, and many other corporations. He blames Congress, the Securities and Exchange Commission, and Wall Street banks for not doing
