The Jolly Elf

Is the Jolly Elf jolly because he sings every morning or does he sing because he is jolly? And if you can answer that, then why does he keep shrinking the heads of the local townsfolk? Of course, someone must put an end to the racket, since the songs he sings are largely disco hits from the 70�.
