Kobayashi (law, George Mason U.) and Ribstein (law, U. of Illinois) have compiled a collection of 29 articles that reflect the fundamental principles, law, and applications of the concept. , In
addition, eleven separate articles are devoted to the large topic of fiscal federalism and the optimal structure of the public sector. The articles are reproduced in facsimile of their original
publication. Individual titles selected include Gordon Tullock's 1969 article, "Federalism; problems of scale"; Saul Levmore's 1982 "Interstate exploitation and judicial intervention"; and
Charles C. Brown and Wallace E. Oates' 1987 "Assistance to the poor in a federal system". In the interest of covering a wide range of applications, several topics are represented by a single
