Following the terrorist attacks of September 11th, 2001, major efforts were put into safeguarding maritime transport in the form of the International Ship and Port Facility Security Code, amendments to the Safety of Life at Sea Convention, the 2005 revised Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation, and related instruments. Presented by Herbert-Burns (Lloyd’s Marine Intelligence Unit, UK), Bateman (maritime security, Nanyang Technical U., Singapore), and Lehr (terrorism studies, U. of St. Andrews, UK), the major focus of this volume is identification and assessment of problems encountered or expected in the implementation of this new security regime. Twenty-five chapters apply a range of perspectives to discussions of the new maritime security environment; the interests of the shipping industry and national regulatory agencies, including the military; the different threats to maritime security and how they are perceived by different actors in the maritime field; the international and national legal frameworks developed for specific sectors; and the responses of different states to these initiatives.
