The Committee on Development Outcomes and Assessments for Young Children conducted research for a year in order to provide this report at the request of the US Department of Health and Human
Services. It gathered and reviewed literature, listened to briefings and presentations by specialists and stakeholders, and distilled the information into what they believe is the best advice
