The authors of the 11 chapters presented here by Cooper (U. of Southern California) and Menzel (emeritus, Northern Illinois U.) were charged with thinking "widely and creatively about ethical
competence--how it might be achieved and how ethical competence contributes to effective public service leadership" and have penned their contributions in relation to the recent adoption of
competency-based standards for master’s degree granting programs in public affairs and administration by the National Association of Schools of Public Affairs and Administration. The
contributions have been organized into sections focusing on ethical competence and leadership, pedagogical approaches and methods to achieve ethical competence, and ethical competence within
