Providing police service to the poorest inhabitants of South Africa has at times fallen through the cracks, and this book addresses both the theory and the practice of providing it through
non-state organizations. The specific focus is on what took place in Zwelethemba, a township in the West Cape Province, where restorative justice came to the fore with the work of Peace
Committees. Froestad (administration and organization theory, U. of Bergen) and Shearing (criminology, U. of Cape Town) both played a part in the process of implementation. An appendix includes
