A Japanese economist and a British economist specializing in Japanese affairs argue that the monetary and financial instability that has characterized the capitalist world economy since the
early 1970s is rooted in capitalist production and trade itself, as well as in defects of the mechanisms of money and finance. Therefore, they conclude, no cocktail of policies designed merely
to establish monetary and financial harmony will succeed any better than all the failed ones lying off the roadside of the last two decades. They concede however that some policies can
